Yen C. Tu
President

Ms. Tu was appointed to the CBA by the California State Senate Rules Committee in February 2020. She is principal consultant and owner at Yen C. Tu Consulting, a role she has held for 24 years. The San Diego firm focuses on providing outreach services for ethnic and underrepresented communities to corporations, government, and non-profit organizations. Tu was recently appointed by the governor to the San Diego Regional Water Quality Control Board. Her influence includes previous roles on the San Diego County Water Authority Board (2002-2017) and the Metropolitan Water District of Southern California (2014-2016). She also serves on the boards of the California Coast Credit Union and the San Diego Asian Business Association, reflecting her broad leadership and commitment to community engagement. Tu received her undergraduate degree at the University of California, San Diego.

Kristian Latta, CPA

Ms. Latta was appointed to the CBA by Governor Gavin Newsom in May 2022. Latta founded Glow CFO in 2024, where she currently is the Sole Practitioner and supports female entrepreneurs in the beauty and fashion industries by providing them with quality accounting and fractional CFO services and business education. She has held various roles in private and public accounting at start-ups, global public companies, and small businesses such as Head of Finance at Danger Jones, Audit Supervisor at Raimondo Pettit Group, and Senior SEC Financial Reporting Analyst at Guess. Latta earned her bachelor???s degree in Accounting from the University of Louisville, Kentucky. She is a member of the National Association of Black Accountants and the Alliance for Black Women Accountants.

Doug Aguilera, CPA

Mr. Aguilera was appointed to the Board of Accountancy by Governor Gavin Newsom in February 2024. Previously, he was Chair of the CBA’s Enforcement Advisory Committee from 2020 to 2023. After earning a Bachelor of Science degree in Administration with a concentration in Accounting from California State University, San Jose, Mr. Aguilera went into the San Jose office of Arthur Andersen and stayed there until 2002. Subsequently, he was a Director at KPMG from 2002 to 2003, and a Senior Manager at Ernst & Young LLP from 2003 to 2008. Since 2008, Aguilera has run a sole proprietor forensic accounting practice in Palo Alto and was the Director of Ethics and Compliance Investigations for Stanford University from 2017 to 2022.

Patricia R. Batchelor, CPA

Ms. Batchelor was appointed to the CBA by Governor Gavin Newsom in October 2023. She has been the owner of her business, Patricia Batchelor, Certified Public Accountant, since 2004. Ms. Batchelor earned a Master of Science degree in Taxation from Golden Gate University and a Bachelor of Science degree in Business Administration from the University of Redlands. She is a member of the California Society of Certified Public Accountants, American Institute of Certified Public Accountants, and the Alliance of Black Women Accountants.

Nancy J. Corrigan, CPA

Ms. Corrigan was appointed to the CBA by Governor Edmund G. Brown Jr. in August 2018, and reappointed in May 2022 by Governor Gavin Newsom. Prior to Ms. Corrigan’s appointment, she served on the CBA’s advisory committees for over 15 years, including the Enforcement Advisory Committee, Peer Review Oversight Committee, and Qualifications Committee. She was elected CBA President twice, for consecutive terms beginning in November 2019, and has also served as Secretary/Treasurer. Ms. Corrigan has been a partner and co-owner in two regional and local CPA firms since 1985 and recently transitioned into consulting. She served as the Pacific Regional Director for the National Association of State Boards of Accountancy from 2022 to 2024, and is a member of California Society of Certified Public Accountants and the American Institute of Certified Public Accountants. Ms. Corrigan is also a member of the Cal Poly Pomona Accounting Department Advisory Board, is an advisor to the Audit Committee of Teen Challenge of Southern California, and serves on the board of Shepherd's Pantry, a community food and clothing distribution organization. She earned a Bachelor of Science Degree from California State Polytechnic University, Pomona.

Nancy Duong

Nancy Duong, of San Gabriel, is the Co-Founder of Tocqueville Investment, a position she has been in since 2019, and a Partner at Santa Clarita In Home Tutoring since 2021. Duong was also a Senior Investment Associate for Prudential Private Capital from 2015 to 2019, and a Markets and Policy Associate for the Federal Reserve Bank of New York from 2010 to 2016. She is Vice Chair of the Community Services Commission for the City of San Gabriel. Duong earned a Master of Public Affairs degree in Economics from Princeton University and a Bachelor of Arts degree in International Relations from the University of California, Berkeley.

Karriann Farrell Hinds, Esq.

Ms. Hinds was appointed by Governor Edmund G. Brown Jr. in January 2016. Ms. Hinds, of Los Angeles, has been a consultant to the Public Policy Institute of Santa Monica College since 2015. She was consultant to the Academic Support Department at Abraham Lincoln University School of Law from 2006 to 2007; a solo practitioner at the Law Office of Karriann Farrell Hinds from 2002 to 2005; an associate at Sedgwick, Detert, Moran and Arnold from 2003 to 2004; and director of development and attorney at the Harriett Bahai Center for Family Law from 2001 to 2002. She was an associate at Robie and Matthai from 1999 to 2001, where she was a law clerk from 1998 to 1999. Hinds is a member of the Los Angeles County Commission for Women. She earned a Juris Doctor degree from Loyola Law School, Los Angeles.

Tony Lin

Mr. Lin is a first generation Chinese-American immigrant, Californian, and entrepreneur dedicated to serving his community. He served as a member of the Elk Grove Planning Commission, and is currently CEO for the Asian Pacific Islander American Public Affairs Association, a national nonprofit organization dedicated to advancing the AAPI communities through leadership and civic engagement with 43 chapters across the country. After attending the University of Massachusetts, College of Management, Mr. Lin developed an extensive import/export business on an international level. Since 2011, he has served as President of Talus Design Corporation, successfully developing and managing numerous restaurant and business operations. Pursuing his strong interest to give back to the community, Mr. Lin has also mentored and supported hundreds of student interns and young business professionals.

Bruce Raful

Mr. Raful was appointed to the CBA by the California State Senate Rules Committee in January 2025. Raful is a certified Real Estate Appraiser based in Marin County and has been in business for 33 years. He was elected to the San Rafael School Board in 1991 and 1995 and served a year as Chair of the Marin County School Boards Association. Raful was elected to the Marin County Democratic Central Committee in 2024 and has been a member of the Democratic State Central Committee since 2013. He also served three terms on the Marin County Parks & Open Space Commission as well as a term on the San Francisco Juvenile Delinquency Prevention Commission. Raful and his wife have two sons and four fabulous grandchildren.

Joseph Rosenbaum, CPA

Mr. Rosenbaum was appointed to the CBA by Governor Gavin Newsom in May 2022. He has been President at Rosenbaum & Co. since 2011. Mr. Rosenbaum was a Partner at Ernst & Young LLP from 1999 to 2010, and was previously a Partner at both PricewaterhouseCoopers LLP (1996 to 1999) and Arthur Andersen & Co. (1983 to 1999), enjoying office assignments in San Francisco, Los Angeles, Zurich, and The Hague. He was a member and Chair of the Enforcement Advisory Committee at the California Board of Accountancy from 2012 to 2020. Mr. Rosenbaum is a member of the California Society of Certified Public Accountants. He earned a BS in Accounting, an MBA and a JD from Ohio State University.

Theresa N. Thompson, CPA

Ms. Thompson was appointed to the CBA by Governor Gavin Newsom in October 2023. She has been a Partner at PwC since 2019 and held several positions there from 2008 to 2019, including State & Local Tax Director, State & Local Tax Manager, Senior Tax Associate and Tax Associate. Ms. Thompson earned a Bachelor of Science degree in Accounting from Santa Clara University. She is a member of the American Institute of Certified Public Accountants and of the California Society of Certified Public Accountants.

Evangeline Ward

Ms. Ward has been a Registered Dental Hygienist since 2007 in the San Francisco Bay Area. She earned a Bachelor's degree in Health Science from Fresno State University and a Master's of Science degree in Nutrition and Human Performance from Logan University. Ms. Ward has been a Registered Dental Hygienist at Richard Tabor DDS since 2014, Pinole Family Dental from 2019 to 2022, and at Compassionate Care Dental from 2011 to 2017. Additionally, she was employed as a Dental Hygiene Instructor at Diablo Valley College in 2015. Ms. Ward served on the Dental Hygiene Board of California from 2012 to 2022. She is a member of the California Dental Hygienists' Association and the National Dental Hygiene Association. During the last decade, Ms. Ward has participated in various activities supporting equity and diversity for minority students and giving back to the community by volunteering her service to the population in need.



Dominic Franzella
Executive Officer

Mr. Franzella was named Executive Officer of the CBA on August 21, 2023, after serving in the role of Acting Executive Officer since the beginning of the year. He began his career with the CBA in 2005, and worked his way up over the 18 years through the positions of Office Technician, Analyst, License Renewal and Continuing Competency Unit Manager, Examination Unit Manager, Chief of Licensing, and finally Chief of Enforcement, a role he held starting in 2014.

In addition to his experience with the CBA, Mr. Franzella brings years of experience in the private sector and holds a bachelor's degree in history from California State University, Sacramento.
